Mayor Daugherty Orders Flags Lowered in Honor of WWII Vet Charles Grogean

In honor of the life and service of the last World War II veteran in the community who would have turned 97 on Christmas Day.

Mayor Terence Daugherty has ordered the that the flags of the United States of America be flown at half-staff upon all public buildings and grounds in the Village of Russia until sunset on the day of his funeral.
